Problem Statement: Community users have been reporting inability to view attachments in case portal.
Solution: All the attachments are available on the case details page which can be accessed by clicking on Your Attachments.
Here is the sample case page for your reference:
As you can see in the above image, it shows a total count of 3 attachments in this sample case.
Click on Your Attachments and you can find all the files attached on a case right from creating a case to any other files attached while in conversation with Support team.
